The Preliminary Notice form for Private Works Projects is needed by Subcontractors, and Suppliers, and Service Providers - and for the first time ever General Contractors (who are now known as Direct Contractors) are required to do them as well - to protect their lien rights on construction projects.
If an entity that is required to do the preliminary notice doesn't, then lien rights may be lost as well as rights to stop payment notices, bonds, etc.
